八国峰会的正确优先权

在7月6日-8日苏格兰八国峰会即将召开的前期,英国首相托尼·布莱尔(Tony Blair)呼吁国际社会确立正确的全球优先解决的问题,他毫不含糊地声称这应当是非洲问题和全球变暖问题。布莱尔要求我们确定优先解决的问题是对的。但是他的选择也许是错误的。尽管我们应该接受他的挑战,我们也应该把优先解决问题确定正确。

政治领导人很少信奉明确的优先权,他们更愿意让自己看起来能够向每个人提供所有东西。他们必须采取官僚的方式工作,自然,也就不愿意先努力,以免他们没有成为第一名。每当我们给出优先权的时候,我们说的不仅仅是我们应该在哪些(好的)方面做得更多,也应该指出在哪些(有争议的)方面我们不必再追加努力。

但是不谈论优先权并不意味着没有必要给予优先权。相反,选择只是变得更含糊、更欠民主、更缺效率。拒绝给予优先权、却只处理曝光最多的问题是错误的。想象一下一个在终日超负荷运转的医院内工作的医生们拒绝将伤员们分类,只在病人刚到的时候照顾一下他们,快速地检查一下那些家属会大惊小怪的病人。拒绝给予优先权是不公的、浪费资源且付出生命代价的。
