EDIMBURGO – Os Objectivos de Desenvolvimento do Milénio (ODM), que visam assegurar que até Dezembro de 2015 todas as crianças em idade escolar frequentem efectivamente o ensino, parecem estar seriamente comprometidos. Considerando que, nos últimos meses, as crianças que vivem em Gaza, na Síria, no Iraque e na Nigéria se encontram literalmente na linha de fogo, a gigantesca dimensão do desafio não poderia ser mais evidente. Afinal de contas, o cumprimento da promessa de uma educação universal exige que mesmo aqueles que se encontram nas circunstâncias as mais difíceis, como as crianças refugiadas e as que vivem nas zonas de combates, possam adquirir uma educação básica em condições de segurança.

Um investigação académica sugere que nenhum país conseguirá beneficiar de uma prosperidade sustentada (nem evitar a armadilha do rendimento médio), se não houver um investimento em grande escala em matéria de educação de elevada qualidade. Esta afirmação é particularmente verdadeira no actual contexto de uma economia baseada no conhecimento, em que a valorização das empresas é feita em função dos respectivos activos humanos, e não apenas físicos, e as bolsas de valores avaliam o capital intelectual, além do capital físico.

A educação é considerada há muito como como o principal garante do rendimento, da riqueza, do estatuto e da segurança. Contudo, milhões de pessoas foram sistematicamente excluídas ou deixadas para trás, sendo que, a nível mundial, quase metade das crianças ainda não tem acesso à educação básica.
