损失的资源最有可能会转移给最顶层1%的收入群体,他们占总收入的比重将从22%提高到23%。最顶层0.01%的群体或许是收益最大的群体,他们占总收入的比重将从5.1%提高到5.5%。从这个角度讲,这项税收计划将给日益坚固的美国财法治国堡垒在添加一块砖块——不是一块大砖,而是一块中等规模的砖块。
