非洲的校内失教问题

发自阿克拉——随着9月新学年开始,新升读高中的近五十万加纳学生迎来了好消息:纳纳·阿库福-阿多总统履行了他关于为全国儿童提供免费中学教育运动的承诺。他不仅宣誓要免除学费,还提供免费的教科书和膳食——这两者过往总会成为阻止那些最贫困学生入学的障碍。

加纳1995年开始在小学和初中阶段实行免费义务教育,但执行情况不尽人意——学生的求学梦往往在升读高中之前就告终。即使是在2014年,在高昂的收费下全国只有37%的学生入读中学。而总统的这一举动则是诸邻国应当仿效的一个鼓舞人心的榜样。

不幸的是,尽管实施了这些渐进式改革,非洲的学生们在实现真正全面教育方面依然面临这其他严重阻碍。就算在加纳,贫穷和农村的孩子依然难以从新的中学教育政策中得益。
