释放记者不等于新闻自由

但除去致力于改革的总统作出承诺外,还需要其他措施才能取得更多进步;实现新闻自由需要彻底结束数十年来一直困扰该国记者的骚扰、监禁和恐吓。同时还意味着要对那些受害最深的人予以补偿,其中包括全世界遭监禁时间最长的两名记者鲁兹穆拉道夫和贝基亚诺夫。

1999年3月15日,鲁兹穆拉道夫贝基亚诺夫在为总部设在乌克兰基辅的乌克兰反对派媒体Erk 工作的时候遭到逮捕。鲁兹穆拉道夫当时是该报记者,而贝基亚诺夫则担任主编职务。被捕后两人遭到酷刑并被引渡到乌兹别克斯坦,他们在乌兹别克斯坦因为发行禁报和策划政变的莫须有罪名而被判入狱服刑。
