    旧金山--世界的大部分地区并没有享受到过去一个世纪以来全球在医疗条件上取得的巨大进步。实际上,富有国家已经使用的防治和治疗手段是可以避免贫穷国家数以百万计的人的死亡的。

    今年,中低收入国家将会有一千万儿童死亡。如果儿童的死亡率和发达国家一样,这一数字将会低于一百万。相反,如果儿童死亡率仅仅是发达国家100年前的水平,这一数字将会是三千万。

    现在和当时的一个主要区别并不在于收入,而是有关疾病根源的技术知识以及防止疾病、或者至少防治最为有害的症状的干预手段。如今改善医疗的工具强大无比而且低廉,如果决策者把即使是一点钱用在该用的地方,穷国的医疗条件也可以是不错的。
