可持续发展无从躲避

纽约—一年前,我在巴西启动联合国可持续发展方案网络(ustainable Development Solutions Network,SDSN)巴西章。这是联合国秘书长潘基文发起的项目。那一天,我听到的主要内容是圣保罗正在遭遇一场巨大的旱灾,但国家和地方政客对此缄口不谈。这是一个世界性现实:太多政治领袖忽视日益严重的环境危机,威胁着他们自己和其他国家。

在巴西的例子中,国家和地方官员有着其他2014年的打算:举办6月—7月的世界杯、赢得下半年的大选。因此他们采取了经过时间考验的政治战术:报喜不报忧。

一些地方更加愚蠢,不仅仅只是忽视风险。比如,北卡罗来纳州海岸和世界其他地区一样,受到人为导致的气候变化所引起的海平面升高的威胁。但在2012年,土地开发商说服州立法者至少在2016年前的州海岸管理政策制定中排除使用科学证据。这一问题在联邦层面也已经到了令人难以容忍的程度:美国国会议员受石油巨头的指使,断然否认气候变化的现实。
