要想帮助最弱势群体适应气候变化的影响,金融机构必须对中小企业给予支持。中小企业在新兴经济体占就业人数的45%和GDP的33%——如果加上非正规中小企业上述比例还要高得多。如果中小企业建立其自身的气候适应能力,就可以在周围群体中产生连锁效果。

不幸的是,中小企业主普遍很难得到银行贷款,因此为了支撑企业不得不借助非正规贷款和其他资金来源。据世界银行统计,50%的正规中小企业无法获得正规贷款,全世界正规和非正规中小企业资金缺口总额高达2.6万亿美元。尽管不同区域差异很大,但非洲及亚洲地区的资金缺口尤为严重。
