气候变化日程渐热

伦敦—对全世界的很多人来说,今年的天气已经成为一个不小的话题。菲律宾的海燕台风、美国创纪录的冰冻、加利福尼亚一整年的干旱以及欧洲的洪水让气候变化的长期危害回到了政治日程上。联合国秘书长潘基文也因此给政府、企业、公民社会和金融领袖发去了紧急信,敦促他们出席9月的纽约特别气候峰会。

这将是自2009年具有决定意义的联合国哥本哈根气候变化峰会后世界领导人再次聚首讨论全球变暖问题。人们对哥本哈根峰会寄予了很高的期望,但结果却令人失望——这次峰会没能达成全面的、具有法律约束力的减少温室气体排放协议。因此,在9月的峰会上,领导人们将被要求重启外交程序。其目标是在2015年启用新的协定以防止全球温度升高二摄氏度——国际社会认为如此程度的升温对人类社会来说“很危险”。

乍一看,这是个艰难的任务。自哥本哈根峰会以来,随着经济增长的恢复、选民的担心就业和生活水平,以及各个关键节点暴力冲突的频发,气候变化已经告别了全球日程。
