再来看看此次地震和海啸中建筑的受损情况:128 582栋建筑完全被毁,243 914栋部分被毁,281栋完全或部分被烧毁,33 056栋被淹(包括17 806栋超过一层的建筑),674 641栋遭受了其他形式的损坏。大约320 000人无家可归,其中90%以上至今仍住在临时住所。他们的家园在何处重建仍然没有定论。

1995年发生的阪神大地震夺走了6 343人的生命,其中部分原因在于神户街道错综复杂,导致紧急救援人员无法快速抵达现场。地震发生后,重生的神户面貌发生了重大变化,比以前更加安全了。
