It appears that Project Syndicate is providing a free communications outlet for Mr. Chambers to promote any and all actions that would profit his company, CISCO. Concerning tax cuts for business, after the last corporate tax amnesty on foreign profits given by GW Bush in 2004 corporate investment didn't increase as they claimed they would. Corporate tax rates are high in US but most corporations don't pay the high rates. In fact corporations per cent of tax revenues has decreased over the last 30 years while our national debt has increased substantially.

Pointless article as it does not address the fundamental issue which is why the US national economy is not 'competitive'. These people have no idea how an economy generates economic wealth. They just spout a collection of meaningless platitudes. Unless this fundamental issue is addressed 'digital' will be meaningless as will other initiatives. For instance increasing productivity.

You are right about the problem. Your solution is nothing but a thinly veiled attempt to get Apple and Google a free lunch on their unpaid taxes.
