贸易和援助已经成了国际时髦词汇。给贫穷国家更多的援助(包括债务减免)和允许它们的产品更多地进入富国市场如今似乎排到了全球议程的首位。实际上,今天人们讨论的不再是做什么,而是做多少,要达到多快的速度。

过去50年来经济增长的明确经验早被抛到了九霄云外,其中最重要的是经济增长主要靠的是穷国自己的力量。不久前取得了骄人成绩的国家无一不是依靠自身的努力,而援助和市场准入很少起到关键的作用。

假设一个发展中国家拥有对其最大邻国的自由和特惠市场准入,而这个邻国碰巧又是世界上最强大的国家。我们再来假设,成百上千万的该国公民可以出国工作,数额巨大的投资流入国内,其经济实现了与国际产品链的完全融合。不仅如此,该国的金融体系拥有富裕邻国的明确支持,承诺在其它求助手段无效的情况下为该国提供帮助。全球化能够带来的好处也不过如此,对吧?
