阿布扎比——我们已经建立了一个浩瀚程度超乎我们理解的网络世界。可以这样来形容它的大小:2012年,新的互联网地址系统IPv6创建了超过340兆兆兆(3.4×1038)个地址——折合地球上每个人的地址约为4.8×1028个。新系统不但可以为目前联网的五十亿台设备提供服务,此外也能满足到2020年预计220亿台设备的联网需要。

联网爆炸的难度不在于能力建设,而在于管理事务。我们必须回答有关生活方式的深层次疑问。是不是所有人和事之间都要建立永久性的连接?谁拥有哪些信息,信息公开应该遵循哪些原则?能否进行数据管理,如果可以,该从哪里着手?政府、企业和普通网民在解决上述问题时应该发挥什么样的作用?

我们不能对上述问题继续视而不见。随着虚拟世界的不断拓展,破坏信任和滥用个人资料的情况也越来越严重。监控已经加剧了公众对国家机构的不安、甚至是妄想。交易个人资料的私人公司激起了“隐私恢复”运动。正如一位代表在最近的世界经济论坛辩论中所言:“我们联网越多,剩下的隐私就越少。”
