发自匹兹堡——大约半年以前,就在全球经济与金融危机的警钟震荡世人之时,G20组织众领导人齐聚伦敦举行了一次历史性的首脑峰会。他们共同承诺刺激,规管和重整全球经济活动,令世人紧张的神经得以平复下来。

然而时至今日,促成伦敦峰会的众多难题依然没能得到解决。在公司董事会和证券市场里的焦虑情绪或许已得到缓和,但为了生活而苦苦挣扎的悲剧却仍然每天上演。实际上,对于大多数生活在世界上最不发达国家的乡村和街道上的人们而言,悲剧正在加深——而非洲尤甚。

据联合国和世界银行预测,经济萎缩对发展中国家所造成的直接和间接影响将在很长一段时间内都无法消散。工作丢了,薪水没了,发展机遇也化为泡影。如今又有数千万人加入了原先数亿人的行列,生活在贫困线以下,这个状况显然同达成世界千年发展目标的进程背道而驰。
