八国财政部长已经达成协议:取消世界八个最贫困国家欠下的400亿美元债务。按常理来讲,这应该算是件好事。但由于上述八国人均只分摊到238美元,仅仅减免债务对贫困人口的帮助还远远不够。

幸运的是,其它努力会对发达国家这种与日俱增的慷慨形成补充。最显而易见的是向贫困国家提供重点突出的风险管理服务蔚然成风,而这种服务的加之也许最终远远不止400亿美元。

我们通常认为对像新型保险或金融衍生产品这样的新型风险管理产品感兴趣的主要是富有人群,至少也是那些经济条件相对宽裕的人。事实上,我们正在开发适合非洲、亚洲和拉美某些最贫困人口的新型风险管理产品。
