1992年,世界政府通过了联合国气候变化框架公约(UN Framework Convention on Climate Change),承诺通过削减温室气体特别是二氧化碳排放避免“对气候系统的危险的人为干预”。但是,尽管该条约从1994年开始生效,但温室气体包括二氧化碳的排放速度实际上有所增加。
