中国的气候承诺

北京—在当今世界最大的二氧化碳排放国中国,正在发生可能让有些人感到惊奇的事情——随着中国寻求构建更清洁、更高效的经济,它有可能成为气候政策方面的全球领袖。事实上,中国治理污染和环境破坏、同时转向更为可持续的增长模式的努力能够为全世界政府提供极有价值的教益。

迈向可持续增长的第一步是承认污染——主要由燃煤火电厂产生——正在严重伤害人民生活和健康,特别是在北京上海等大城市。中国领导人正是这么做的。此外,温室气体排放刺激着气候变化,政府间气候变化委员会(Intergovernmental Panel on Climate Change )警告说,这会危及所有国家,而中国更是其中的高危国家。

此外,中国已是世界最大石油进口国,并且能源需求还在快速增长。因此,能源安全已成为严重问题。
