发自剑桥——德国的网络执法法案(根据该法案,脸书和YouTube等社交媒体平台可能在收到通知后的24小时内因每个“明显非法”的内容发布被罚款最高5000万欧元)自出台伊始就引发了巨大争议。在1月法案全面生效后立马激起了无数反对之声,各个政治派别争相批评此举正诱使人们屈服于审查制度,抗议说政府正在把自己的权力拱手出让给私人利益。

那么,这就是德国言论自由走向终结的开端吗?

当然不是。很显然,德国的这项法案是欧洲日益被美国强大的社交媒体企业所激怒后所下达的最严厉监管。批评者对该法案某些缺陷的批评也确实有道理。但即使某些内容会遭错误删除,实现自由表达的可能性仍然巨大。
