气候挑战的核心是能源问题。世界主要能源约80%均来自碳基能源:包括煤、石油和天然气。它们在燃烧时所释放的二氧化碳导致全球变暖。到2070年,我们需要世界经济几乎百分之百无碳,才能避免全球变暖陷入危险的失控境地。

巴黎协议承认这些基本事实。它呼吁世界各国在本世纪下半叶实现温室气体(特别是二氧化碳)净排放为零。为了达到这一目标,政府不仅要制定截至2030年的NDC计划(也就是所谓的国家确定贡献计划),还要制定截止本世纪中叶的减排计划(也就是所谓的低排放发展战略LEDS)。
