适应气候之变

发自哥本哈根——对于我们这一代人来说,如何在阻止全球变暖和适应其多种效应之间取得恰当的平衡,是最重要,也最让人头疼的政策性问题之一。但即便如此,这一问题也常常为人们所忽略。

根据许多环保主义者的传统观念,我们应当首先尽全力去缓解全球变暖的态势,直到山穷水尽之时才把关注重点放在适应变暖的策略上。但这样做似乎是谬误——甚至不道德的——因为我们本可以借助适应性措施为人类和地球做出更多的贡献。

此外,上述传统观念也是与无法逃避的事实相对立的:因为无论我们做什么,都无法堵死全球变暖所的所有溢出效应。而如果我们准备不充分的话,全球变暖将引发更多的死亡和破坏,尤其是那些贫困国家和脆弱的社区更容易遭受其害。适应措施也将意味着能够从许多与全球变暖无关的灾难中拯救出更多生命。举个例子,当我们在社区中做好充分准备,以便在未来迎战更猛烈台风之时,我们实际上也在帮助他们更好的应对当今的极端性天气。
