华盛顿—关于俘虏(capture)的担忧由来已久。在许多国家,特殊利益对决策官员有着过度的影响力,监管者也常常通过所作所为应该受其监督的人的眼睛看世界。但工业化国家金融的崛起将这些问题带进了新的、更尖锐的环境。
