这样的说法今天普遍为人们所接受,质疑它就像对地球围绕太阳旋转提出质疑。但适用于气候变化或流行疾病等真正全球问题的规律并不一定适用于多数经济问题。与我们经常听到的不同,世界经济并不属于全球公域。全球治理所能带来的好处有限——而且有时还会造成损失。

气候变化需要全球合作是因为地球仅有单一的气候体系。在哪里排放温室气体都没有任何差异。因此国家限制碳排放对国内的好处几乎可以忽略不计。
