正确看待治政问题

坎布里奇——过去,经济学家曾告诫政府要改变现行政策,而现在他们则告诫政府要改革现有体制。新的改革方案制定了一系列目标,其中包括减少腐败、改善法治、提高公共制度的责任和效率,以及更多地听取普通民众的意见和呼声。人们普遍认为只有改变“游戏规则”才能带来真正的持续变化——而所谓“游戏规则”指的是政府运行和与私有部门打交道的方式。

善政可以使普通家庭的认识更为清晰,也可以使投资者更加确信自己所付出的努力能够取得回报,因此善政毫无疑问是现代社会不可或缺的重要环节。强调善政还有一个显而易见的优点:那就是能把改革的重点向着本质上有价值的目标转移。自由贸易、汇率竞争力和良好的财政政策等传统对策其自身的价值只有在实现其他有价值目标的情况下才能得以体现,而这些目标包括加快经济增长、减少贫困和创造更为公平的环境。

相比之下,法治、透明、听取意见、责任或者有效治政的内在重要性则是显而易见的。我们甚至可以这样讲:善政就等同于发展本身。
