化石燃料问题众多。它们不仅成本高昂,也常常是政治动荡和供应波动的源头。随着全球化石能源消费量的增长,与其相关的成本很可能会急剧上升。最严重的问题在于,就碳排放量而言,化石能源带来的成本庞大而不可持续。事实上,相比化石能源对于大气中二氧化碳含量增加的推动作用,与之有关的其他问题已开始相形见绌了。

然而,化石燃料的使用(以及由此造成的二氧化碳排放量的上升)看似与经济增长密不可分。在世界力求建立应对气候变化的框架机制之际,这已成为中心问题。目前,发展中国家的人均收入和人均碳排放量都低于发达国家。如果对前者碳排放量的增长严加限制,就会阻碍其GDP增长,并严重损害其脱贫能力。
