继同意将欧洲金融稳定机构(EFSF,由欧元区国家为援助受困成员国而创设的特别基金)AAA级借贷额度扩大一倍之后,欧盟各国现在正在讨论EFSF贷款的适用条件。其中最关键的部分为债权人设置一个“出血”(haircut)额度——即,在援助行动中,债权人必须分担多少程度的损失。

过度负债国和主要债权国的代表认为出“血会”动摇欧洲金融体系,造成不亚于雷曼兄弟危机的传染效应。但在布鲁塞尔公布的最新报告中,由欧洲7国经济学家组成的CESifo欧洲经济顾问团(European Economic Advisory Group)批驳了这一观点。
