坎昆贸易谈判破裂后,发展中世界日益流行的看法是:没有协议总比糟糕的协议好。但好协议到底是什么样的呢?

不久前,英联邦问过我这个问题,他们也就同样的问题咨询过政策对话行动。这是一个由国际经济学者构成的组织,专门为发展中国家提供帮助。我们直截了当的回答是:从目前的发展状况看,本轮贸易谈判根本不配称为"发展回合"。

早在1999年西雅图世贸组织会谈发生骚乱前,我就曾呼吁开展真正意义上的"发展回合"贸易谈判,取消前几轮谈判制定的不公正条款。但发达国家只看重自身的企业和金融利益,并据此制定谈判日程,他们并不看重发展中国家能否从中获益。贸易谈判的最后一轮乌拉圭回合甚至加剧了世界最贫困的非洲亚撒哈拉地区所面临的窘境。
