朝着法国第六共和国的方向?

巴黎——在戴高乐将军创立第五共和国近50年后,尼古拉·萨科齐(Nicolas Sarkozy)希望改变法国的基本制度。专家顾问委员会将于11月1日向他提交研究报告。

虽然英国民主在“不成文”宪法的负面影响下依然根深蒂固,美国宪法从1787年后只进行过26次修正,但法国却从1789年后重新制定过15部宪法,其中只有第三共和国宪法(1875-1940)比目前的第五共和国宪法还要长寿。

第五共和国的制度由戴高乐于1958年阿尔及利亚危机中创立,并从诞生的第一天起就倍受质疑。多数左翼人士由于戴高乐不可撼动的地位而产生的对第五共和国的敌视情绪一直到1981年才逐渐消退。那一年,戴高乐最活跃的对手弗朗索瓦密特朗(François Mitterrand)从总统权力中获益良多。
