毛里求斯奇迹

发自纽约——倘若有人跟你提到某小国不但向其公民提供直通大学的免费教育,学童接送服务,还有免费医疗——包括心脏手术在内。你大概会怀疑这个国家要么富得流油,要么就在急速滑向财政危机的深渊。

别忘了,就连许多欧洲富裕国家如今都无法承担大学教育的费用,只得转嫁到年轻人及其家长身上。而美国则从来没尝试去实现全民免费大学教育,甚至在确保本国贫困人口获得医疗保障方面都颇费了一番周折——共和党目前正极力反对这一保障,理由是国家无法承受这笔支出。

但毛里求斯这个位于非洲东部大洋上的岛国,既不特别富裕,也没有什么严重的预算问题,却在过去数十年间成功建立了一个多元化经济,一个民主政治系统,还有一套完善的社会安全网络,而包括美国在内的许多国家都可以从它身上学到些东西。
