一般人认为美国是环保的落后者,布什总统只比那些有意污染者团伙头领好一点。他们竭力阻碍全球保护环境的行动。当然,如此刻画美国不无道理(而对布什的刻画入木三分),但是情况并非完全如此灰暗。

实际上,正如大多数现代社会运动一样,环保运动发端于美国。美国“环保运动”的根源来自十九世纪。当时,工业革命造成的损害以及个人产权和终身享有对景观造成的破碎第一次变得明显。

但是,正是生物学家卡尔森在1962年出版了amplt;amplt;寂静的春天ampgt;ampgt;一书促发了现代生态运动。该书是讨伐农用杀虫剂的檄文。卡尔森利用科学发现,同时又表达对消费资本主义的根本性担忧以及对生活质量超越经济增长前提的“后物质主义”的信念。在卡尔森之后,六十年代“伍茨托克”一代首创地球日,马上开始组织大范围的运动。1970年4月份,这一运动导致大约2千万美国人上街游行要求保护环境。
