对恐怖战争中被遗忘的一面

过去10年中,尤其是2001年9月11日对美国的袭击发生以来,西方人普遍把国际恐怖主义看成对人类安全最紧迫的威胁。与此相对应,他们动用和耗费了大量的资源,来应对多种形式的恐怖主义。

不幸的是,美国带头入侵阿富汗及其后未经联合国授权擅自侵入伊拉克越发突显了军事解决在富裕国家战略思想中所占的主导位置。与此同时,发展中国家继续同大规模贫困、流行疾病、营养不良、环境恶化和收入不公进行斗争,这些因素造成的人类灾难是恐怖袭击根本无法比拟的。

因此,我们需要从第三世界的角度来重新审视今天的全球挑战。实际上,我们现在知道应该从恐怖袭击和暴乱中汲取的根本教训就是任何国家,无论它是多么自负,都不能毫不在意其它国家的成败浮沉。
