北朝鲜对于核武器的追求再一次威胁着亚洲的稳定。日本新首相安倍晋三在北朝鲜核试验的前一天赶紧安排了与中国国家主席胡锦涛的会见,在这次会见中双方都同意这样的举动是“难以容忍的”。

这次会见令人鼓舞。但是安倍入主首相府时被认为是一个比他的前任小泉纯一郎更加强硬的民族主义者,后者对于有争议的供奉着二战甲级战犯的靖国神社的持续参拜恶化了中日关系。而如果要保持稳定,中日关系必须得到改进。

尽管北朝鲜梦想拥有核武器令人担忧和破坏了稳定,但中国的崛起却是东亚所的关键战略问题。过去三十年间,中国的经济每年以8%到10%的速度增长。它的国防费用开支增长得更快。然而中国的领导人称中国是“和平崛起”和“和平发展”。
