住房还是栖身之所

美国剑桥—管理学一代宗师彼得·德鲁克有句名言:“不能测量的东西就做不出来。”这句话还可以扩展一下,测量不力的东西做出来也不会好。

就拿低收入住房问题来说吧。大部分发展中国家以及许多发达国家用居住在被认为从社会角度不可接受的单元中的家庭的数量来定义住房赤字。但什么是“不可接受”,国与国之间标准大相径庭。自来水、下水道和电力在美洲被认为是基本条件,但在印度则不是这样。

问题在于人们不需要房子,他们需要栖身之所。房子是目标;栖身之所是重合网络多样性——实物(电、水、环境卫生和道路)、经济(城市交通、劳动力市场、分销和零售、娱乐)和社会(教育、医疗、安全、家庭、朋友)——的节点。能够与所有这些网络连通就是栖身之所的价值。
