发自剑桥——关于全球贸易体制的讨论在美国从来就不是个热门话题。公众从未对世界贸易组织(WTO)或是如北美自由贸易协定(NAFTA)和跨太平洋伙伴关系(TPP)这类区域性贸易协定表示强烈支持,而反对的声音​​虽然广泛存在,却也是分散各处,难以拧成一股劲。

但如今不同的是国际贸易已经成为了政治辩论的核心话题。美国总统候选人伯尼·桑德斯和唐纳德·特朗普同时将反对贸易协定作为自身竞选活动的一个重要支柱。而从其他候选人的宣传口径看来,在当前的政治气候下鼓吹全球化简直就是选举自杀。

关于贸易的民粹主义言论可能相当出格,但也没什么人能否认底层民众确实受了委屈。全球化并没有让所有人的生活得到改善。许多工薪家庭都在中国及其他国家的低成本进口商品的冲击下一蹶不振。而大赢家一直是金融家以及那些因市场不断扩大而得益的专业人才。虽然全球化从来都不是推动发达经济体内部不平等的唯一(或是最重要)力量,却一直在为此助力。
