纽约——新加坡贸易谈判代表近日未能成功签署期待已久的跨太平洋伙伴关系协议;但很快他们就会有另一次机会签署全世界规模最大的区域自由贸易协议。不过鉴于跨太平洋伙伴关系不考虑对人权的重要影响,签署这项协议并不值得庆祝。

跨太平洋伙伴关系谈判涉及美国、加拿大等10个环太平洋国家,成员国年生产总值约为26万亿美元,约占全球GDP的40%。经济实力铸就了他们的雄心壮志;谈判超越了传统的贸易问题,贸易问题在29章内容中仅占5章,此外还讨论了影响成百上千万人的多元化投资和监管问题——但这种影响并不总是积极的。

贸易自由化总体而言对弱势群体有益还是有害是个复杂的问题。但理论上的争议不应妨碍我们针对目前提出的条款展开全面的人权影响评估。这样的评估应赶在跨太平洋伙伴关系谈判就相关问题达成最终协议前进行,而且也不能忽略上述条款的实际落实。遗憾的是,跨太平洋伙伴关系成员国不仅没有这样做,而且还拒绝提供文本草案,从而不允许独立机构参与评估过程。
