排在第二位的肯定是美国目前的两场战争。奥巴马竞选总统时承诺到2010年中从伊拉克撤出美国战斗部队(但训练和反恐部队将不会撤出)。现在布什政府和伊拉克政府已经签署了2011年下半年撤出军队的协议。这些时间表是否能有效实施将取决于当地的情况,包括伊拉克国内的政治力量妥协和与伊拉克邻国的对话,但至少已经确定了明确的方向。
