朝鲜试射远程导弹可能失败了,但是并不会缓解地区紧张局势。实际上,这只是证实了已经发生的事情,那就是整个地区的军备竞赛。

东南亚在1997年金融危机后重归繁荣引发了该地区在新武器方面的炫耀风潮。大多数的东南亚国家都正忙于武装军队的现代化。到目前为止,大多数国家都已经在不牺牲安全事务方面的自治权的情况下做到了这一点。但随着中国军事扩张在各国制造紧张气氛,该地区许多国家的政府正着手与其他强国合作。
