1.市场必须与执行体系实现深度的融合。市场能自我调整的理念在不久前的金融危机中遭受了致命的打击,以此为基础的制度应当被彻底埋葬。市场需要得到其他社会制度的支持,需要法院、司法框架和监管机构来制定和执行规则。市场需要央行及反周期财政政策所发挥的稳定作用,需要调节性税收、安全网络和社会保险所赋予的政治支撑。上述规则在全球市场同样适用。
