在俄罗斯又一次面临大选的时候,总理宝座像换椅子游戏那样不断地变换着人选。而最后一个坐上这个位置的人被认为会成为俄罗斯的下一任总统。

在任期行将结束前,叶利钦换了至少六个总理,以寻找到一个不但能保证俄罗斯的新民主和市场经济的安全,同时更能保证他的“家族”以及在他的执政期间累积起来的巨大财富的安全的人选。当然,最后一个坐上这个位置的人就是普京。

现在轮到普京来做这场游戏了,将一直在他的第二任期内担任总理的弗拉德科夫解职以及解散政府正是在为将于11月份进行的议会选举和2008年3月份进行的总统选举做准备。1999年的时候,叶利钦挑选了当时不太为人所知的联邦安全局(前克格勃)的局长普京。而现在普京选择提拔同样神秘的祖布科夫,联邦金融监测局(也被称为“金融间谍”机构)局长。
