柏林/威尼斯—欧盟开始分崩离析之际,谁能拿出领导力来拯救它?德国总理默克尔被广泛认为终于回答了亨利·基辛格所提出的著名的西方联盟之问:“欧洲电话号码是多少?”但如果欧洲电话号码加上了德国区号,就会来到自动应答:“什么都不行。”

这句话——“什么都不行”——便是欧洲央行行长德拉吉最近用来描述德国对一切旨在强化欧洲的经济措施的反应的用语。一个经典案例是默克尔否决了意大利总理伦齐所提出的通过发行欧盟债券资助欧洲、北非和土耳其难民计划的方案,索罗斯等著名金融家也都支持伦齐的这个高效率低成本的想法。
