    爱尔兰梅努斯--6月12日,爱尔兰的选民们将对欧盟里斯本条约进行投票。这一条约的目的在于提高拥有27个成员国的欧盟的效率以及合法性。爱尔兰是唯一把条约付诸全民公决的国家,其他所有成员国都决定通过议会表决来批准这一条约。所有迹象都表明表决结果将会十分接近。

    对于总理考恩的新政府而言,如果里斯本条约遭到否决,那么他刚刚组建的新政府就会陷于瘫痪。对于欧盟而言,如果爱尔兰拒绝条约,就有可能引发漫长的不稳定时期,甚至会终结目前的欧洲联合进程。

    2001年,爱尔兰选民们拒绝了尼斯条约,把欧盟推向了漫长的危机和内省。这一阶段直到2005年对所谓的宪法条约达成协议才告结束。但是,法国和荷兰的选民们几乎马上拒绝了这一条约,把谈判重新带回了起点。现在,经历了漫长而又困难的反省和讨价还价阶段,这些努力可能再一次陷于困境。
