英国的反击

发自伦敦——随着世界从最近这场大萧条中重新复苏,发达经济体也开始面对一个问题:我们如何才能向民众传递可持续增长并促进繁荣?

在英国,我们拥有一个旨在实现金融稳定的经济计划,果断处理前所未有的财政赤字问题,向外界开放贸易和投资,并修复阻碍英国成为一个营商就业良好去处的结构性缺陷。当然,每一个国家都是不同的——而政策对策也必须要考虑到这一点。但从英国自身的经历所得到的教训就是:唯一能够实现繁荣的方式——即所谓赢得“全球竞赛”——正是直面问题并着手应对它。

当联合政府在三年前上台执政之时,英国的赤字总量估计将超过任何一个G20集团成员国,相当于本国GDP的11%强。但跟美国不一样,我们不具备发行全球主要储蓄货币的优势。而我们邻近欧元区——这个被主权债务包围的地区——意味着重建财政信誉并防止市场利率飙升才是当务之急。
