欧洲在巴尔干的第二次机会

欧盟委员会前任主席珀斯在1991年面临南斯拉夫解体的时候曾经发表现在受到嘲笑的著名声明。他说:“这是欧洲的时刻,而不是美国人的时刻。”现在,另一重大转折点和潜在的危机正在考验欧盟从随后四年管理巴尔干灾难中所学到的东西。这也就是科索沃在何时以何种方式独立。欧洲的作用将再一次被证明是决定性的。

有关科索沃的决定并不一定预示着重新开始大规模的冲突,但是这却针对欧洲与俄国和美国的关系以及整个巴尔干的稳定提出了严肃的问题。其结果对于美国而言息息相关,而欧盟国家明显地在该地区有着最为重大的利益,而且这一次它们可能会发挥相应的领导作用。

在未来至少两个月中,联合国安理会将会就有关科索沃的蓝图举行辩论。贝尔格莱德和普里斯蒂纳政府之间经由联合国特使、芬兰前总统阿赫蒂萨里经过一年时间的艰苦“谈判”方才打成了这一蓝图。这一蓝图规定了科索沃“受到监督的独立”、对塞尔维亚和其他少数民族语以最大程度的保护以及欧盟发挥监督作用。阿赫蒂萨里的建议实际上承认有关各方的协议是无法达成的,而且对于科索沃独立没有其他建设性的选择。
