目光短浅的欧洲防务削减

发自哥本哈根——在整个欧洲大陆,新预算紧缩时代的来临使得各国政府都开始削减预算,而国防经费则是他们最容易下手的目标,连戴维·卡梅伦领导下的英国保守党政府都投身到了这股压缩国防支出的热潮之中。

而这类削减行为恰恰又发生在一个特殊的时期:人们对欧洲承担西方防务责任的行动提出了质疑——尤其是在阿富汗,许多欧洲国家都想方设法制定一大堆“附加条款”,好让本国部队得以远离那些最危险的区域,最终也减少了各国对整场战争的参与度。

与此同时,欧洲的国防支出总额自近代以来首次被亚洲超越。西欧长期以来作为除美俄之外第三大军事力量聚集区的地位也荡然无存了。
