欧洲的格罗克问题

格罗克•马尔克斯(1890-1977,美国著名喜剧演员-译者)曾有一句嘲讽的名言说他不愿意加入任何一家愿意吸收他为会员的俱乐部。但在今天的欧盟,格罗克不需要申请。该联盟现在不想接受 任何国家 的会员申请,因为急于加盟的申请国要么太大,要么太穷,要么又大又穷。

在五月一日,欧盟将正式接纳10个新成员国,其中有8个来自中欧。所有这些国家都比欧盟的平均水平要贫穷得多。保加利亚、罗马尼亚,还可能有克罗地亚原定于2007年加入欧盟。在今年年底,欧盟会决定是否与土耳其展开成员国资格谈判。而土耳其既大且穷,还是个穆斯林国家。如果欧盟将会和土耳其展开谈判,那么它有什么理由将我的国家乌克兰拒之门外呢?

但欧盟目前却认为应该把乌克兰和北非及中东国家放在同一个框架内。欧盟的"更广泛的欧洲"战略呼吁与乌克兰更紧密的联系,也允许我们更大程度地进入欧盟"单一市场"。但该战略却没有把乌克兰作为欧盟成员的候选国,至少没有在可以预见的将来。
