中共下任领导人通常都由全国人民代表大会开会选定,而在会议召开之前情况往往会变得诡异无比。大多数民主国家的领导人更替都是一个相对透明的过程;只待全国大选后尘埃落定。当然,即便是公开的民主制度也会有暗中的人选交易,或是所谓“吸烟室”里的讨价还价。特别是在日本这样的东亚国家,这类情况尤为常见。
