中国:减速的纠结

北京—在一年一度的人大会议开幕时,温家宝总理宣布,中国政府2012年的年经济增长目标为7.5%。在全球经济依然在挣扎着复苏的时候,温家宝宣布中国增长率的大幅下降自然而然地引起了全世界的广泛关注。

但需要指出的一个要点是,温家宝所表达的更多的是一种政策姿态,而不是在预测经济表现。他解释说,降低增长率目标是为了“引导各方面把工作着力点放到加快转变经济发展方式、切实提高经济发展质量和效益上来。”

固定资产投资是中国增长的最重要引擎。中国是一个发展中国家,年人均收入不足5000美元,仍有重组的空间可用于资本存量的增加。但投资增长率显得太高了。问题不在于中国是否需要更多的投资,而在于中国的吸收能力是否能像过去十年那样适应快速的投资增长。
