北京 – 为防范大规模资金流入,抑制外汇收支风险,中国国家外汇管理局出台《关于加强外汇资金流入管理有关问题的通知》,明确加强异常资金审查并首次实施与贷存比相关的净美元头寸管理,同时将对资金流与货物流严重不匹配的进出口企业提出警告,而这也是大量外部资金规避资本项目管制流入中国的重要渠道之一。

近一时期以来,中国跨境资金流入压力明显加大,银行代客结售汇和央行外汇占款数据居高不下。一季度外汇占款出现了罕见的大幅增长,达到1.2万亿元,为去年全年的两倍还多,外汇占款余额刷新历史最高纪录。尽管3月新增外汇占款为2363.02亿元,比上月有所减少,但仍处于高位,为去年12月以来连续第4个月出现增长。
