华沙——20年前的夏天,从波罗的海塔林到亚得里亚海蒂拉纳的共产主义统治全线瓦解,迎来了自由选举、市场改革和蓬勃发展的公民自由。自那以后,中东欧国家已经取得了令人瞩目的成就。其中很多国家已经加入了欧盟。我的祖国波兰也实现了经济稳定和媒体繁荣。

但波兰和中东欧地区其他新兴民主国家一样,在人道对待吸毒人员的问题上仍然停留在过去。实际上,在整个前苏联集团,使用过时、保守而又严厉的政策对待毒品滥用已经成为一种令人不安的趋势。

举例来讲,找遍团结运动的发祥地格但斯克也找不到一个美沙酮治疗中心。人们为获取事实证明能够控制毒瘾的药物、减轻吸毒的危害必须经受三个小时的鞍马劳顿。即便如此他们也还算幸运。波兰只有5%的鸦片吸食人员能够接触到美沙酮,而德国这一比例为40%。
