斯特拉斯堡-欧盟最近开始实施一项与白俄罗斯进行“建设性接触”的政策。这绝不为时过早。此前,欧盟的政策是孤立白俄罗斯,而白俄罗斯本身就在自求孤立。

除了强化了该国的独裁领导人即总统亚历山大·卢卡申科的地位之外,此项政策几乎一无所获。欧盟领导人现在为时过晚地而且有点不情愿地承认,如果要推进白俄罗斯的改革和改变该国紧绕俄罗斯转的现实,他们需要以务实的态度与卢卡申科打交道。

认识到这一点并不意味着欧洲应该对卢卡申科政权的性质视而不见。欧盟成员国当然有权对被有些人称之为“东方古巴”的人权状况表示担忧。政治压迫和新闻限制在白俄罗斯仍然司空见惯。但中国的情况也一样,或许还更糟糕,可是欧盟已投入了大量的政治资本在多层面上富有策略地与中国的统治者们保持着合作伙伴的关系。
