纽约——我们对伊朗的核计划有所了解,我们也知道不能加以鼓励。据报道,伊朗有两个地方在浓缩铀——其中一些浓度达到了20%,远远超过了民用所需的浓度。国际原子能机构也报道说,伊朗正在研究设计核弹头。简而言之,伊朗的官员称,他们的核计划只是用于发电或医学研究,这一点说服力都没有。

然而,世界还是有很多东西不知道。比如,我们不知道伊朗是否在未遭披露的地方进行秘密的活动,伊朗何时能研发出粗糙的核武器,据估计是在几个月到几年之间。我们也不知道伊朗四分五裂的领导层是否已经决定研发核武器,还是只是暂时停一段时间,算计着本国可以在获取核武器的过程中获得许多好处,又不用承受真正获得核武器后的风险和代价。

无论是哪种情况,伊朗的活动都让世界面临艰难的选择。所有选择都是有代价和风险的。此外,代价和风险都不可能准确计算。
